If you have been flying a few years you may still turn your transponder off during taxi until just before takeoff. That's changed. The FAA has reminded pilots that all that fancy new software in today's control towers requires transponders to be on when in airport movement areas. That allows controllers to see your location on the airport using the new Airport Surface Surveillance Capability. It is a new capability coming with the changeover to the ADS-B system.
