AOPA is once again gird-ing to fight off any attempt to impose user fees on the National Airspace System. It's a battle the association has been preparing for since efforts to have air traffic control declared an inherently governmental function in the FAA reautho-rization bill of 2003, known as Vision 100, failed. Two events this spring renewed AOPA's concerns.
