The first true software-defined radios are already in the hands of a select few operators, with more systems on the way. SDR is today's reality, but the newer Cognitive Radios are currently caught in a crossfire debate about what constitutes cognition. Companies and countries have proprietary SDR programmes, which gives rise to interoperability issues -one of the very problems SDRs were designed to resolve.
