Ian Davis, director of publications at the Stockholm International Peace Research Institute, argues in this report that NATO nuclear policy has helped shape several dimensions of the United Kingdom's nuclear policy. For example, he describes how NATO was a "central factor" in negotiations that resulted in agreements that still dictate London's nuclear command-and-control arrangements. Regarding the other side of the coin, UK influence on NATO policy, Davis describes how UK nuclear weapons have been a "constant contribution to NATO nuclear doctrine," but concludes that the "exact nature of that contribution has become increasingly obscure" since the end of the Cold War. Drawing on the writings of UK security scholar Lawrence Freedman, Davis maintains that the UK's nuclear force probably does not greatly influence NATO nuclear strategy. Davis concludes by calling on the UK government and NATO's Nuclear Planning Group to publicly clarify their understanding of how UK nuclear weapons will contribute to NATO's "continuing effectiveness and deterrent capability" in the future.
