The Soviet Union that had in 1953 slightly over a dozen nuclear bombs completely lacked air-bases, from which Tu-4 bombers (Soviet analogue of the B-29) could reach the US territory. That is why, creating means of nuclear weapons delivery was a priority in the Soviet Union. So, the development of the first Soviet nuclear submarine as a 'special weapon' carrier was approved by the Soviet highest authorities and I.V.Stalin in person.
