After returning from Afghanistan in November 2013, the 43rd Sustainment Brigade was given the mission to conduct defense support of civil authorities (DSCA) in the event of a large-scale disaster. The legal constraints, environmental variables, and unique nature of this type of mission make planning complicated. The brigade staff realized that the military decisionmaking process (MDMP) and Army design methodology (ADM) are not well-suited for DSCA missions.
