During the Cold War, Japan did not conduct herself on the international stage in and manner commensurate with her economic power. The turning point in Japan's international role came when the country joined the West in imposing sanctions against the Soviet Union in response to the invasion of Afghanistan in 1979. Japan was confronted by demands for support of the coalition in the Gulf War of 1991 which broke out subsequent to Iraq's invasion of Kuwait. Japan contributed US$13 billion in support of the coalition leading some critics to label that effort as "chequebook diplomacy."
