Making an ATM withdrawal or a deposit at a local branch became elusive during Hurricane Sandy, which caused power outages, storm-surge flooding, and wind damage over the entire metropolitan New York City area. Even as employees struggled with their own losses, they mobilized to provide branch access and to offer loans through a $10 million small-business emergency-loan fund set up by the New York Bankers Association and the New York Business Development Corp.
