Beljing-China's smaller commercial banks will have a distinct advantage over large state-owned institutions in the more competitive financial sector that is being formed by the country's entry into the World Trade Organization, said a foreign adviser to one of those banks. China has committed to allow foreign banks unrestricted access to its domestic market by 2005, a prospect that is increasing pressure on the shaky state-owned banking system to base their lending decisions more on commercial and less on political grounds. However, small Chinese banks already operate largely independent of the government, and are thus ideally placed to resist foreign competition and even take advantage of it, said J. Thomas Macy, an adviser to privately owned China Minsheng Banking Corp. "The second tier of banks will continue to grow at a more rapid rate than the 'big four' and thus will capture a larger proportion of market share," Mr. Macy said in an interview.
