Complacency May Eat Away at Rally in Japanese Stocks

Tokyo-Japanese stocks staged one of the most jawdropping comebacks any major market has seen in recent years-a 27% surge in the space of a month. A sudden government curb on short-selling ignited the rally, and investors of all kinds, especially foreigners, joined the buying frenzy. A two-day decline last Tuesday and Wednesday-down 2.6% and 1.7%, respectively-damped some of the enthusiasm, but traders said the fall amounted to a correction in the course of the market's further advance. Nevertheless, many foreign investors fear this rally will end like the incipient booms of the 1990s, which all fizzled because of Japan's unwillingness to address its core economic woes. "A rise in the market is an excuse to postpone problems. It's always been like that," says Andrew Garth-waite, global strategist at Credit Suisse First Boston in London.
