Rayong, Thailand-It's life in the slow lane at Bayerische Motoren Werke AG's plant near here, with a couple of hundred workers leisurely assembling 2,000 or so vehicles a year in a facility big enough to produce five times that number. But beyond the plant's chain-link perimeter, where wild dogs forage in the sunbaked scrub land, BMW sees a much grander future. The German company has ambitions to build a giant plant in this impoverished corner of Thailand, staffed by thousands of well-paid workers producing tens of thousands of cars not only for Thailand but for export across Asia and around the world. Whether these dreams are fulfilled, how ever, depends less on decisions made at BMW's Munich headquarters than on choices made by the governments in this part of the world as they move haltingly toward turning Southeast Asia into a single consumer market, slashing tariffs on trade between members of the Associaation of Southeast Asian Nations.
