Hong Kong―This city's aspirations to become Asia's ultimate financial center could be snuffed out by a single visit from the tax man. Managers who handle pools of money ranging from pension and mutual funds to private-equity and hedge funds, have been grumbling for the past year about what they say are unprecedented attempts by Hong Kong's Inland Revenue Department to assess them, for a 16% profit tax-some for as far back as five years. That grumbling has grown louder since the government, which recently announced the biggest budget deficit in its history, has appeared to step up efforts to shake out potential tax evaders among the mostly, foreign-investment fund community.
