In the not very remote past strategic decisions on aerospace industry(ASI)enterprises development were mainly a prerogative of the state and branch management bodies. At the enterprises(with the exception of some the most prominent design bureaus)there were practically no mechanisms to analyse and coordinate the objectives, to work out and put into practice strategic plans and programmes, to analyse and control the impact of the environment. It was a branch and state level where basic strategic Decisions concerning trends and priorities in Industrial policy, both subbranches and separate Enterprises development, were analysed and made Including those aimed at the formation and Realization of long-term projects and programmes, At the achievement of a necessary compliance, Coordination of tempos and proportions of the Interconnected enterprises capacities development.
