The expert meetings annually organized by the Gesellschaft fuer Anlagen-und Reaktorsicherheit (GRS) mbH since 1977 have been continued for the past five years with the Institut de Radioprotection et de Surete Nuclaire (IRSN) and other European partners in the Forum for Nuclear Safety, EUROSAFE. The EUROSAFE Forum 2003 was organized in Paris on November 25 and 26. It was attended by some 450 international experts from politics, technical safety organizations, research centers, regulatory authorities, the power industry, government and non-government institutions. This pattern of attendance shows that the challenges to be met in the field of nuclear safety are becoming more and more international in character. International solutions are becoming increasingly more important in areas such as changes in basic technologies, e.g. instrumentation and control; the effects of a deregulated electricity market; demands to enhance safety; in aging nuclear facilities; in waste management; in the preservation and strengthening of the scientific and technical knowledge base; or the need for more transparency. The development of the European Union and its expansion in 2004 require close cooperation among the technical safety organizations and further harmonization of safety practice in Europe. EUROSAFE 2003 in Paris addressed all these topics at a plenary session on "Nuclear Expertise and the Challenge of the EU Expansion," and, at a more detailed level, in five seminars about the most recent activities of GRS, IRSN, and their partners in the European Union, Switzerland, and Eastern Europe.
