Eight of the ten contributions in this special issue are papers from the 2009 MilannIFLA conference; two papers on Uganda and Pakistan, not presented at thenconference, are also included. The geographical spread of the papers probablynrefiects the randomness of the material that the editors had available. This leadsnto lacunae in the coverage and lack of balance in the contents. Some of thenpieces are merely informative; a few are more analytical, offering a substantialnintellectual content; several others raise fundamental and contentious questionsnabout the future.
