The Rights in Water and Irrigation Act 1914 (WA) (RiWI Act) regulates water allocation and use in Western Australia. Despite undergoing several amendments, the RiWI Act has been unable to meet the demands of increased population and reduced rainfall for some time. Much needed reform legislation has been debated since at least 2006, when WA became a signatory to the National Water Initiative (NWI). It is against this backdrop that the WA Department of Water (DOW) released the Securing Western Australia's Water Future Position Paper - Reforming Water Resource Management (Position Paper) in September 2013. The government gave approval to commence drafting the new Water Resources Management Bill in March 2015.
