Lessons from the CFC phase-out in the United States

When the original Montreal Protocol was signed by party nations, it was thought impossible to achieve more than a 50 per cent phase-out of CFCs by the 2000. Today, a mere eight months before a complete phase-out of CFCs, a full five years prior to the original 2000 target date, the United States appears to be well positioned to eliminate CFCs from use with minimal disruption to society. The purpose of my presentation is to outline how this has been accomplished through cooperation, communication and organisation between the many varied groups holding an interest in an orderly transition to a CFC-free society in the United States. I am going to refer to these varied groups as "stakeholders" or those holding an interest or stake in the outcome of the CFC phase-out process.
