The European Aviation Safety Agency's (EASA's) Part M rules cover aircraft continuing airworthiness. They call for operators to have a continuing airworthiness management organization, either in-house or external. Among other employees, such an organization must have a quality manager. It also must have an experienced director (this experience should be validated by the authorities), well-trained people and proper documentation.
