On January 15, 1999, Anthony St. George and George Allen were arrested and subsequently jailed for falsifying records that document the amount of time they spent administering FAA A&P oral and practical examinations. The test typically takes at least eight hours, yet St. George and Allen were found to have given Airframe & Pow-erplant mechanic tests in minutes, while filling out FAA paperwork attesting to having spent eight hours with the applicants. St. George's company, St. George Aviation of Sanford, Florida, was not actually shut down by federal authorities until January 1999, about 10 months after an FAA inspector first attempted to take action against St. George. "A number of [mechanics] were certified during that period," according to Mike Sacrey, manager of the flight standards division, FAA southern region. He was unable to provide a more precise figure.
