The six-year global effort by the International Civil Aviation Organization to strengthen safety oversight of the commercial sector is reaching a critical stage that recalls the admonition: "It's time to fish or cut bait." ICAO is issuing a fair warning akin to that admonition, advising nations that if their safety oversight offices are not in compliance with international standards and practices—and deficiencies are not corrected—they should expect some consequences. Typical of a world organization that thrives on diplomacy and persuasion, it is also offering a variety of solutions.
