The House is beginning to take its first step toward funding the government in the current fiscal year. But the smart money is on it being stalled at the gate. Congress is about to begin debate on a fiscal 2017 defense spending bill that would provide $577 billion, an increase of $5.2 billion over the previous year. That includes $61.8 billion allocated to fight overseas wars. The problem is that the bigger-picture issues of taxes and entitlements still loom large. At the same time, there is enormous pressure from the Pentagon to pass the bill. Without it, the Defense Department will have to continue living on fiscal 2016 levels, an outcome that would waste money and prevent many new programs from starting on time.
