Often maritime patrol aircraft do not patrol; they intercept. Oceans are huge and aircraft are too costly to cover them in their entirety. Instead, the aircraft are cued and directed toward targets that have been economically detected by other means. Australia's Defense Science and Technology Group (DSTG) is developing a specialist over-the-horizon (OTH) skywave radar as one of those other means, exploiting the country's decades of expertise in bouncing high-frequency radio waves off the ionosphere to detect targets perhaps 3,000 km (1,900 mi.) away. The agency, part of the defense department, has built an experimental system with technology for better ship detection and expects to complete a full-scale demonstrator next year. That demonstrator should be close in design and performance to a possible operational ocean-surveillance OTH sensor, says Gordon Frazer, the head of DSTG's high-frequency radar work.
