Probably more than anywhere, the civil aircraft industry in China is prone to overpromising and underde-livering. Its major projects are never on time. In spite of the missed Schedule targets, the industry is moving toward creating a broad range of civil aircraft, each at least partially of Chinese design. The Comae C919 jet airliner attracts the most attention, but Avic, the state aeronautics conglomerate that encompasses the great majority of the industry's factories and design institutes, is handling by far the most projects.
