This year is shaping up to be an extraordinarily difficult one for aerospace bills on Capitol Hill. The House and Senate defense authorization bill and spending bills for the FAA and NASA all face veto threats from President Barack Obama. A fundamental disagreement between Republicans and Democrats this year hangs over how to approach spending caps. Other issues are looming as well: how to handle detainees at Guantanamo Bay, Cuba, and Congress's refusal to authorize a new round of base closures.
