Sweden and Finland have different economic climates, but are improving their defense ties as Russian military activities become more visible. Both are non-NATO powers controlling much of the complex Baltic littoral, so naval collaboration is leading the way. A joint exercise this year should pave the way for initial operational capability of a Swedish-Finnish Naval Task Group (SFNTG) in 2017. Starting as a small reconnaissance squadron, the SFNTG should grow by 2023-the full operational capability date-into a force with surface warfare, minehunt-ing and amphibious capabilities, and its own logistics support.
