Are the U.S. Defense Department and its major contractors flying in different directions? Diverging strategies between the department and key suppliers are certainly cause for alarm as Defense Secretary Ashton Carter, Deputy Secretary Robert Work and acquisition chief Frank Kendall strive to recalibrate the Pentagon to face what Work calls "one of the most volatile security environments that we have faced in decades." Contractors have long had to balance returning profits to shareholders with investment in the future. But financial reengineering by many primes is funneling an ever-growing share of profits back to shareholders via stock buybacks and dividends, at the expense of R&D, capital expenditures and selective acquisitions. If not moderated, this trend could undermine the Defense Department's drive for breakthroughs in critical fields such as electronic warfare, cyber, space, undersea, hypersonics, air dominance and missile defense.
