Looking out from China, the string of islands stretching from Japan to Indonesia stand as a barrier to access to the Pacific. Among these islands, called the first island chain, those between Okinawa and Taiwan and belonging to Japan must seem of particular interest to Chinese strategists looking for a clear path to the ocean beyond. They are relatively close, belong to a country seen as a potential enemy and are too small to accommodate large defending ground forces. The strategists may well imagine China seizing some of them and flipping the equation: that segment of the first island chain would instead become a barrier to foreign access to the East China Sea. Japan, too, has imagined that, and so holding or recovering these islands has become a priority of Tokyo's defense policy. The specific advantages of the outcrops, never discussed officially, is that they are excellent sites for anti-ship and anti-aircraft missile systems and radars, and already have passive radio and sonar sensors for monitoring Chinese movements and communications (see page 69).
