With airliner survivability in terrorist attacks under scrutiny, a European program that has developed textile-based blast-resistant baggage containers is moving from research into commercialization following full-scale testing in disused aircraft. Completed in September, the European Union-funded Fly-Bag 2 program developed bombproofed cabin and cargo devices for both narrow-body and widebody aircraft and conducted ground blast tests on an Airbus A321 and Boeing 747 that resulted in no aircraft damage. Reinforced air cargo containers were developed in the 1990s in the U.S. and U.K., following the 1988 Lockerbie bombing of Pan Am Plight 103, and the FAA tested different concepts for hardened unit load devices (HULD)-bombproofed metal baggage containers-in 1997-98.
