When Arati Prabhakar became director of the Defense Advanced Research Projects Agency nearly two years ago, she expected to encounter a cyclical downturn environment in which the U.S. armed services pressed Darpa to focus on immediate combat needs in light of straitened budgets. Not so, she found. Senior military leaders still want big changes, but for troubling reasons. Pressures mounting within and around military budgets are colliding with a seemingly fast-changing world, forcing Pentagon futurists to focus on how to help maintain the U.S. military's technology superiority via more affordable and flexible solutions. "I've been really surprised to find the level of concern that we are not on a sustainable path, because of the diversity of threats [to the U.S. and] the cost of our approaches to dealing with them," she says.
