If the Republican Party wins a majority in the U.S. Senate during the Nov. 4 midterm elections, it may provide the Pentagon with its best chance to avoid further defense spending cuts. Yet the probability of continued gridlock regarding budget matters remains high, and a Republican victory will by no means guarantee a change in spending patterns.
