Stop me if you have heard this one before: the U.S. Air Force considers or awards a high-profile aircraft program to an industry team whose marquee player is a foreign manufacturer. Their U.S. competitor protests loudly. The program stops. International hackles are raised. And military personnel are left waiting for equipment they sorely need. You have heard this before, of course. Remember the decade-long KC-X tanker duel? Remember the original combat-search-and-rescue helicopter competition? Well, once again, the losing bidder in an Air Force procurement is running to Congress for relief. Beechcraft has opted to file another bid protest-yes, the second-to the Sierra Nevada Corp.-Embraer team's repeat win of the USAF Light Air Support contract, worth up to $950 million. On cue, the Kansas delegation-Beechcraft's manufacturing facility is in Wichita-has weighed in with a letter to new Defense Secretary Chuck Hagel asserting that the sale of these 20 aircraft "raises significant concerns about the entire U.S. defense industrial base."
