The future of the U.S. Export-Import Bank is again being threatened, just as the export credit agency (ECA) is registering record loan activity at the behest and benefit of the U.S. aircraft industry. If the confluence of events gains momentum, the bank could be forced to suspend or even end new loan-making, which could hurt Boeing, the bank's primary aircraft exporter, as it competes for foreign sales with Airbus-supported by three ECAs-and other state-affiliated manufacturers worldwide. Challenges to the bank's activity are reemerging across Washington. First, Delta Air Lines continues to push for a globally negotiated, mutually agreed moratorium on ECA financing for widebody aircraft sales as an "obvious solution" to its complaints about how ECA support is applied internationally. At the same time, Delta, Airlines for America and the Air Line Pilots Association are appealing a U.S. District Court judge's decision last July in favor of the bank's 2011 move to provide loan guarantees of up to $3.4 billion to Air India to acquire 30 Boeing aircraft, 27 of which are 787s. Six of those 787s have already been delivered.
