(Tip) O'Neill, a liberal Massachusetts Democrat, to President Ronald Reagan, a conservative Republican, after the chief executive prevailed in a tough budget battle. It is hard to imagine such an exchange between the current House speaker, Ohio Republican John Boehner, and Democratic President Barack Obama, who spend most of their time trying to make each other look bad.
