Setting a standard for aircraft carbon dioxide emissions was never going to be easy. It requires the aviation community to agree on a single measure of fuel efficiency— a parameter at the core of competition between manufacturers. This week in St. Petersburg, Russia, the fuel-efficiency metric on which the first global CO_2 standard will be built is being presented for approval. Agreement took a year longer than hoped, but has been reached in time for the International Civil Aviation Organization (ICAO) to fulfil its 2010 promise to have a CO_2 standard by the end of 2013.
