Predator unmanned aerial systems are now required for low-level, detailed observations of Libyan government troops as they dig in close to civilian areas to avoid NATO air attacks. Predators were reintroduced to operations April 21 strictly for intelligence, surveillance and reconnaissance (ISR) gathering at low altitudes where the Libyan government's advanced, Russian-made SA-24 man-portable anti-aircraft missiles create a zone of lethality. U.S. Marine Corps Gen. James Cartwright, vice chairman of the Joint Chiefs of Staff, says bad weather turned back the first two aircraft, but they will try again. The U.S. is setting up two Predator orbits, which means two of the platforms will be in the air at all times. "It is a capability that NATO doesn't have [and that] A-lOs and AC-130 gunships can't provide," Cartwright says.
