A year after European air traffic management was thrown into chaos by the eruption of an Icelandic volcano, a new volcanic ash cloud is demonstrating that regulators still have not determined how to respond most effectively. Although various national and European entities responded quickly to the May 21 eruption of Grimsvotn by trying to define a coherent strategy for air traffic management, they were not able to formulate a clear policy. What is more, efforts to use test aircraft to scientifically determine the ash cloud density—a key datapoint in where and whether to let airliners fly—were slow to emerge.
