Draconian deficit-reduction measures and yawning differences between service providers and users over who will pay make it hard to see how airspace modernization efforts in the U.S. and Europe can pick up the pace needed if system capacity is to meet the air traffic growth projected. But a way has to be found, because the move from ground- to satellite-based air traffic management (ATM) is essen- tial, and not only for airlines hoping to reduce delays, control fuel costs and cut emissions. New users seeking access to airspace, from unmanned aircraft to air taxis, need the flexibility the new systems will provide.
