The modernization of the U.S. air traffic management system, known as Next-Gen, is undeniably moving ahead. Blueprints and plans are turning into technology deployments, and so far, the government is meeting its commitment to fund the new ATM infrastructure despite competing domestic priorities.While such progress is laudable, similar attention must now be focused on resolving the remaining policy issues that loom over NextGen. Chief among these is whether the government should help airlines pay for the equipment they will need to operate in the new satellite-based system.
