European leaders hope to work with the U.S. to build a global space-based surveillance network to provide early detection and identification of vessels engaged in piracy, contraband, illegal immigration and other sea-based threats. Adm. Harry Ulrich, former commander of U.S. naval forces in Europe, floated a concept for such a system in a recent Atlantic Council issue brief, with the suggestion that it could be jump-started by the U.S. and Europe and gradually expanded globally. The concept, dubbed C-Sigma (Collaboration on Space for International Global Maritime Awareness), stems largely from studies undertaken by the US National Maritime-domain Awareness Coordination Office (NMAO) to engage commercial resources in the combat against piracy. C-Sigma would combine data from automatic identification system (AIS) receivers- mandated equipment for all sea-going ships larger than 300 gross tons-with imagery from commercial and government surveillance satellites and surface-based AIS and radar sensors to establish a near real-time maritime operational picture.
