A concerted French government initiative to boost defense exports faces several difficult tests in 2009, but early indicators show that Paris has regained some of its muscle in the international marketplace. Fighter competitions in Brazil, Switzerland and India will be among the high-profile campaigns France tracks, with an eye on securing the first export sale for the Rafale. With plans to trim production of the fighter at home, an overseas customer base is becoming more important. After several failures in securing exports, the French government, in 2007, launched an effort to be a more active backer of its manufacturers as they contest programs overseas. In Brazil, this policy already is showing results. On Dec. 23, during a visit by French President Nicolas Sarkozy to his counterpart Luiz Inacio Lula da Silva, extensive defense and space agreements were signed, building on long-standing ties in both areas.
