When U.S. Defense Secretary Robert Gates made public his Fiscal 2010 budget recommendations (see p. 22), he dropped a bombshell that will test the resolve, integrity and leadership of the Obama administration, Congress and U.S. aerospace/defense industry.rnObama's first order of business is to decide how much of Gates's overall budget to adopt. Usually, cabinet secretaries deliver budget recommendations to presidents privately, and then, after weighing in, the presidents send them to Congress. Not this year. Gates's transparency provides Obama an opportunity to back off measures he thinks go too far or may trigger too much pushback.
