President Barack Obama's decision to review NASA's human-spaceflight planning bears an ominous, here-we-go-again resemblance to attempts by previous presidents to reverse predecessors' out-of-favor policies. But Obama's selection of former Lockheed Martin CEO Norman Augustine to head the review offers hope that the resemblance is superficial.rnIt was Augustine, after all, who chaired the 1990 study of post-Challenger space policy, whose participants laid the intellectual cornerstone of the Moon-Mars exploration strategy that will be examined under his microscope in coming weeks. And it was Augustine who concluded in 2004, after the Columbia tragedy, that the Moon-Mars plan still made sense and who warned against diluting it.
