Lockheed Martin is proceeding with development and early planning for production of the Medium-Extended Air Defense System (Meads)-which is being jointly developed by the U.S., Germany and Italy-though questions loom about the ability of the three nations to afford the project.rnAt a time when international cooperation is the mantra of the Obama White House, Meads should be a candidate for support. But, as with any multinational effort, the $19-bil-lion air and missile defense program is overseen by a large and cumbersome management structure.
