Space Transport Inc., majority shareholder in Proton operator International Launch Services, has sold its shares to Khrunichev State Research and Production Space Center. The move will give the Proton prime contractor effective control of the venture, underscoring its growing role in the program. Khrunichev formed a holding company early last year to consolidate and streamline supplier activities, and in late April undertook a far-reaching quality program with ILS to address underlying process issues that have led to two failures in the past nine months (AW&ST May 5, p. 32). However, ILS said the launch provider will remain a U.S. company, incorporated in Delaware and subject to U.S. regulations. The University of Arizona plans to use the Phoenix Space Operations Control Center in Tucson as the centerpiece for future bids to NASA and other agencies to handle space missions and exercises once Phoenix is completed.
