A ruling is expected this week on Boeing's protest of the awarding of an Air Force tanker contract to a Northrop Grumman/EADS team. But Rep. Norm Dicks (D-Wash.) says if Government Accountability Office rules against Boeing, he will push for legislation to nix the procurement of an Airbus-based tanker. "No matter what happens with the GAO, if it doesn't stop this, Congress has a responsibility to review this," says Dicks, who maintains the Pentagon decision-making process was not transparent and didn't properly account for life-cycle costs of the two aircraft, based on the A330 and 767 airframes. Boeing officials say the Air Force has conceded as much to the GAO. What's unclear, though, is whether an error on assessment of life-cycle costs is big enough to merit overturning the Air Force's decision. Dicks says he's been working with Rep. John Murtha (D-Pa.), who chairs the House Appropriations defense subcommittee, indicating an amendment may go in the Fiscal 2009 defense appropriations bill or the supplemental war spending bill. Noting the recent shake-up of Air Force leadership, Dicks says, "They got rid of two people at the Air Force. They may have to get rid of some more."
