The Pentagon will take into account the extra capabilities-such as fuel offload-of its two tanker offerings, as well as 15 more years of life-cycle cost, as it proceeds with a fast-paced redo of the botched Boeing and Northrop Grumman/EADS tanker duel. The Defense Dept. issued the new draft request for proposals (RFP) for KC-X Aug. 6, kicking off another contest for up to $35 billion in work that the Pentagon hopes to award by year-end. Boeing, however, is concerned that the draft RFP favors a larger tanker. And officials are said to be considering a "no bid" position. The Pentagon has devised a new scoring method for the controversial "extra credit" in areas such as added fuel capacity, defensive operations, cargo hauling and passenger carriage. Officials will consider "value over threshold" when reviewing the revised offers, says Shay Assad, director of defense procurement and acquisitions policy.
