NASA's space shuttle program can continue to fly beyond its scheduled retirement date at the end of 2010, probably with only minimal impact to development of the first of its follow-on vehicles, as long as Congress appropriates enough money for both activities. Just how much that is will be covered in a quick "white paper" that the agency's shuttle, International Space Station and Constellation program managers hope to complete by the end of the month. Among other issues that will be addressed are how two human-space-flight programs that already have gotten in each other's way can share launch pads, processing facilities and test stands for another five years, and whether too much of the shuttle program has been phased out for it to be revived.
