Among the aerospace institutions celebrating milestone anniversaries this year-we have observed the birthdays of the Defense Advanced Research Projects Agency and the Federal Aviation Administration in recent issues-the National Aeronautics and Space Administration is in the most precarious position, made more so by events of the past few weeks. All three U.S. government agencies have substantial bodies of achievement and solid, stable constituencies. But Darpa and the FAA are charged with easily understood missions that will stand them in good stead as an increasingly turbulent decade ends. It is high irony that NASA's achievements are at least as substantial and its constituencies as solid as the others'.
