Perhaps an old-fashioned duel might be the best way to untangle the Air Force's botched attempts to buy a new refueling tanker fleet. Pentagon acquisition czar John Young's team suggested such a plan before Defense Secretary Robert Gates terminated the competition, punting the $35-billion program to the next administration. Young's team called for a price Shootout, which he says wasn't welcomed by either contractor team. Both proposals-Northrop Grum-man/EADS North America's A300-200 and Boeing's 767-200ER-exceeded the basic threshold requirements. Under Young's plan, both offerings would be declared "technically compliant." Then the Defense Dept. would request the best and final price for developing and building the first 68 airplanes. The lowest price would win. Based on the previous competition, Northrop's combined cost for development and first units was $12.5 billion compared with Boeing's $15.4 billion. "If we went back for a best-price proposal from both of those teams, we would get better prices," Young says. He disagrees with the suggestion, pushed by some lawmakers, to purchase both models simultaneously. "A split buy would be a very bad decision for the taxpayer and the nation," he says.
