As the Pentagon turns its focus to supporting the war in Afghanistan, a priority of the forthcoming Obama administration, the military services are planning to field new systems to enhance intelligence, surveillance and reconnaissance (ISR) collection there. A capability that has proven useful in Iraq, and that war planners expect to deploy in Afghanistan, is the Constant Hawk system operated by the U.S. Army. The Army expects to select a contractor to oversee development of a system optimized for the high altitudes in Afghanistan in December, and the first system is expected to begin operating there within 12 months, says Col. Rob Carpenter, project manager for aerial common sensors. Constant Hawk is unique by today's standards because it does not offer a real-time intelligence capability by connecting directly with ground soldiers using a data link. Nonetheless, it provides a 360-deg. high-resolution electro-optical collection capability from a modified Hawker Beechcraft King Air aircraft, according to defense officials.
